Basics in bidding
- A bidder should know and understand the law that governs public procurement - to download a copy go to the Documents section.
- A bidder must understand the specific procurement requirement.
- Do you have the competence to deliver what is required?
- If not, can you enhance your competence through partnering?
- If you are a newly established Company and do not meet the required years of experience being requested.
- Provide summary descriptions of relevant experience of predecessor companies or key personnel.
- Provide summary of standing arrangements with other companies that complement your expertise.
- Consider starting as sub-consultant or contractor.
- Do not rush to buy the document, download a copy for you to make an assessment on whether you could bid.
- Read the bid document in its totality.
- Pay particular attention and NOTE cardinal issues in the
- Instructions to bidders and the data sheet;
- Conditions of contract;
- Specifications and delivery schedules.
- Isolate or mark mandatory requirements.
- Take note of DOs and DONTs.
- Only buy the document when you are certain to participate.
- Seek clarifications in writing on anything that is unclear or unreasonable including:
- Unfair specifications
- Discriminatory criteria
- Unfair/restrictive evaluation criteria
- Check if there are any pre-bid meetings or site visits to be done.
- Be conversant with the various sections of the tender documents.
- Prepare the bid only after you have understood what is expected of you. You can also seek expert help!
- Prepare an orderly bid, in the required format with supporting documents as requested.
- The bid should be comprehensive and complete.
- Include a covering letter – it creates the first impression!
- Provide a listing of the contents of your document and on how it has been organized for ease reference.
- The bid should be bound. Avoid loose pages as they can easily be lost.
- Check your facts.
- Maintain a check-list of all important items and counter check before submission.
- Proof read and re-check.
- Ensure your bid is submitted in time.
- Attend the bid opening just to make sure all is well with your bid.
- Take notes.
