STAKEHOLDER CONSULTATION ON THE PROPOSED PUBLIC PROCUREMENT (SUPPLER REGISTRATION AND RENEWAL FEES) REGULATIONS

1.1   The Zambia Public Procurement Authority (“ZPPA”) is a statutory body established under the Public Procurement Act No.12 of 2008 (“PPA”) with responsibility for policy, regulation, standard setting, compliance and performance monitoring, professional development, information management and dissemination in the field of public procurement.

 

1.2   In line with sections 64 and 81 of the PPA as read with paragraph 10(2)(c) of the First Schedule to the PPA, ZPPA has been charging supplier registration and renewal fees of K150.00.

 

1.3   ZPPA now intends to introduce the proposed Public Procurement (Supplier Registration & Renewal Fees) Regulations (the “Proposed Regulations”), a statutory instrument for supplier registration and renewal fees which has the effect of increasing the registration and renewal fees currently being charged from K150.00 to K300.00. The aim of the upward revision of the fees is to allow ZPPA to raise funds for the maintenance and sustainability of the electronic government procurement (“e-GP”) system. The e-GP system is an internet-based platform that allows public institutions to involve suppliers in the acquisition of goods, works, consulting and non-consulting services required by the public sector.

 

1.4   The enactment of the Business Regulatory Act No.3 of 2014 (“BRA”) introduced the requirement to conduct a regulatory impact assessment before a regulatory body can introduce a new law or policy which has an impact on the business community.

 

1.5   In compliance with the BRA, ZPPA is in the process of conducting a regulatory impact assessment which involves stakeholder consultation. Therefore, ZPPA hereby calls on suppliers/bidders/contractors and the general public to make submissions on the Proposed Regulations. The submissions should be made by or before 20th January 2020, via the following channels:

  2. By sending hardcopy submissions clearly marked ‘Submissions on the Proposed Regulations’ to the following address:
