The Board, Management and Staff of the Zambia Public Procurement Authority (ZPPA) wish to congratulate Ms. Gloria Ngoma on her new appointment as the Director General of ZPPA effective 1st September 2025.

Her professional expertise spans over twenty (20) years in procurement practice, regulation, system improvements, procurement auditing and contract management in international development and public sectors.
Ms. Ngoma spearheaded the establishment and implementation of the Electronic Government Procurement (e-GP) System in Zambia and in the Federal Republic of Ethiopia. She has served on various technical committees in the region and internationally.

Ms. Ngoma played a pivotal role in the decentralisation of public procurement in Zambia.
Most recently, she served as a consultant and provided procurement advisory services to various Government institutions and conducted Host Country Contracting Assessments on the Ministry of Health on behalf of USAID.
Prior to that, she held key senior leadership roles in Zambia and served as e-GP Manager for the Federal Public Procurement and Property Agency in Ethiopia.

As Director - Compliance Monitoring at ZPPA, Ms. Ngoma was part of the team that participated in the formulation of rules, procedures and policies related to procurement enhancement that included the Public Procurement Act, 2008, draft Public Procurement Act, 2020 ( which is now law), Methodology for Assessment of Country Procurement Systems (MAPS)2, and Common Market for Eastern and Southern Africa Procurement Manual, among others.

Ms. Ngoma served as Deputy Director - Standards at the Zambia National Tender Board (ZNTB) where she collaborated with stakeholders in the development of procurement standards in public procurement such as preparation of bidding documents, evaluation templates, committee minutes and other standard documentations. She also worked for the National Assembly of Zambia on secondment from ZNTB.

Ms. Ngoma holds a Bachelor’s Degree in Production and Operations Management and a Masters in Business Administration from the Copperbelt University. She also holds a graduate diploma in Purchasing and Supply from the United Kingdom. Ms. Ngoma is a member of the Zambia Institute of Purchasing and Supply.
