The Zambia Public Procurement Authority (ZPPA) a body corporate and responsible for regulation of public procurement in Zambia invites applications from suitably qualified and experienced candidates for appointment into ZPPA’s establishment for the following positions:

 

A.      JOB TITLE: SENIOR OFFICER-PROCUREMENT PRICING, ZPPA 05 (1 POSITION)

 

1.0      PURPOSE

 

To assist in the development of the Authority Price Index to be used by procuring entities for procurement of standard goods, services and works and other related procurements.

 

2.0      STATEMENT OF MAIN DUTIES

 

2.1    Undertake research on prices of goods from manufacturers, middle distributors and retailers and cost of services, works and other related needs;

 

            2.2    Analyze the cost of goods, services, works and other related products and project costs based on market performance;

 

            2.3    Prepare and compile monthly, quarterly and yearly indexes for all standard procured goods, services and works and upon approval, upload the same on the Authority website;

 

            2.4    Conducts capacity building interventions to sensitize practitioners in public sector procuring entities and other stakeholders on the benchmarking price system;

 

            2.5    In consultation with superior, engage in activities for continuous improvement, sustainability of the benchmarking procurement system; and

 

  1.      Performs other lawful duties assigned by superior from time to time.

 

     3.0  QUALIFICATIONS AND EXPERIENCE

 

  1. Education: Full Grade 12 Certificate with at least five (5) credits or better.
  2. Vocational or Professional Requirements: Candidates should have any of the following;

 

  1. Bachelor of Arts degree in Economics, or Demography, or Statistics, or Mathematics or Actuarial Science;
  2. Being in possession of a Diploma in Purchasing and Supply or related field such as Commerce, Supply Chain Management and Logistics, Purchasing and Materials Management will be added advantage.

 

  1. Relevant Post Qualification Experience: Minimum two (2) years’ experience in a related field such as Purchasing and Supply, Commerce, Supply Chain Management and Logistics, Purchasing and Materials Management.   

 

4.0      OTHER SKILLS AND REQUIREMENTS

 

  1. Good writing and oral communication skills;
  2. Computational and analytical skills; and
  3. Current affiliation to a Professional body will be added advantage. 

 

5.0      TENURE

 

The position of Senior Officer-Procurement Pricing is on permanent and pensionable basis.

 

B.         JOB TITLE: SENIOR OFFICER – COMPLIANCE MONITORING, ZPPA 05 (2 POSITIONS)

 

1.0      PURPOSE

 

To assist undertake inspections and investigations to monitor due compliance in accordance with the Public Procurement Act No. 8 of 2020 and the Public Procurement Regulations, Statutory Instrument No. 30 of 2022.

 

2.0      STATEMENT OF MAIN DUTIES

 

2.1    Undertakes investigations and inspections of procuring entities and Councils to ensure due compliance with the Public Procurement Act and the Public Procurement Regulations;

 

  1.   Prepares inspection reports with recommendations with the assistance of other team members and refers to the superior;

 

  1.    Monitors procurement of goods, works and services by procuring entities to ensure adherence to the Public Procurement Act and the Public Procurement Regulations;

 

  1.    Studies reports of procuring entities in order to monitor procurement issues;

 

  1. Prepares individual work plan and undertakes day to day operations and prepares to ensure smooth implementation of programmes and activities;

 

             2.6     Inspects procurement records and proceedings of procuring entities;

 

  1.     Assists in administering and enforcing the Public Procurement Act;

 

  1. Follows up action on implementation of recommendations by procuring entities; and    

 

  1. Performs any other duties assigned by superior from time to time.

 

3.0      QUALIFICATIONS AND EXPERIENCE

 

  1. Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
  2. Vocational or Professional Requirements: Candidates should have any of the following;
  1. Bachelor of Science Degree in Procurement/Purchasing and Supply; or
  2. Bachelor of Arts Degree in a Social Science with a Diploma in CIPS.
  1. Relevant Post Qualification Experience: Minimum two (2) years’ public procurement experience.

 

4.0       OTHER SKILLS AND REQUIREMENTS

 

  1. Good writing and oral communication skills;
  2. Computational and analytical skills; and
  3. Must be a member of the Zambia Institute of Purchasing and Supply (ZIPS) with valid practicing certificate.

 

5.0        TENURE

 

The position of Senior Officer – Compliance Monitoring is on permanent and pensionable basis.

 

C.         JOB TITLE: ACCOUNTS ASSISTANT - FINANCIAL, ZPPA 08 (1 POSITION)

 

  1. PURPOSE

 

To assist the Assistant Accountant - Financial in the preparation of receipts and payment invoices for customers, financial accounting and reporting which includes preparation of day-to-day transactions and reconciliation of accounts

 

  1. STATEMENT OF MAIN DUTIES

 

2.1       Prepares payment invoices and receipts for customers to the Authority;

 

2.2       Undertakes depositing of cheques and cash on behalf of the Authority;

 

2.3       Processing of payroll related payments and perform ledger reconciliations;

 

2.4       Administers petty cash float, reimbursement forms and request additional petty cash as and when required;                   

2.5Assist in preparing retirement forms and reconciliation of the imprest accounts;

 

2.6       Ensure that imprest retirement forms and receipts are attached to the original payment;

 

2.7       Ensure prompt filing of documents;

 

2.8       Assist in debt collection;

 

2.9       Receipting (Cashier) and performing of basic ledger reconciliations as assigned;

 

2.10     Filing and extracting of box files and schedules needed for audit;

 

2.11     Assist in the preparation of monthly income statement and extract of loan       schedules; and

 

2.12     Preparation of routine reports; and

 

2.13     Performs other duties that may be assigned by superior from time to time.

 

  1. QUALIFICATIONS AND EXPERIENCE

 

  1. Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
  2. Vocational or Professional Requirements: Minimum of a Diploma in Accountancy or ACCA level 2.
  3. Relevant Post Qualification Experience: Minimum one (1) year experience in financial accounting.   
  4. Knowledge of an accounting software – Sage evolution will be an added advantage.

 

  1. OTHER SKILLS AND REQUIREMENTS

 

  1. Good writing and oral communication skills;
  2. Computational and analytical skills; and
  3. Must be a member of the Zambia Institute of Chartered Accountants (ZICA) with valid practicing certificate.

The position of Accounts Assistant - Financial is on permanent and pensionable basis.

 

 

 

 

D.        JOB TITLE: ASSISTANT PUBLIC RELATIONS, ZPPA 08 (1 POSITION)

 

  1.        PURPOSE

 

To assist in planning, organizing and managing communication and public relations work in the Authority.

 

  1. STATEMENT OF MAIN DUTIES

 

2.1       Manage calendars such as press conferences and exhibitions and assist in ensuring that preparations and logistics are made for such events;

 

2.2       In consultation with superior, draft and design different type of public relations content such as photographs, announcements, adverts and articles for newsletters, brochures, fact sheets and scripts for radio and TV;

2.3       Develop inserts for calendars, notebooks and diaries;

2.4       Maintain an updated contact database for media practitioners and stakeholders and mailing lists;

 

2.5       Manage the storage and distribution of audio/visual materials and ensure timely and effective delivery of video/film, photographic and radio projects; and

 

2.6       Performs other duties that may be assigned by superior from time to time.

 

  1. QUALIFICATIONS AND EXPERIENCE

 

  1. Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
  2. Vocational or Professional Requirements: Minimum of a Diploma in Public Relations or Journalism or Mass Communication.
  3. Relevant Post Qualification Experience: Minimum one (1) year experience in public relations.   

 

  1. OTHER SKILLS AND REQUIREMENTS

 

  1. Good writing and oral communication skills;
  2. Computational and analytical skills; and
  3. Must be a member of the Zambia Institute of Public Relations and Communication (ZIPRC) with valid practicing certificate.

 

  1. TENURE

 

The position of Assistant Public Relations Officer is on permanent and pensionable basis.

 

 

E.         JOB TITLE: DRIVER, ZPPA 08 (1 POSITION)

 

  1.        PURPOSE

 

To drive vehicle on official duty, convey Authority officers to various destinations and make deliveries.

 

  1. STATEMENT OF MAIN DUTIES

 

2.1       Ferries officers to various destinations to carry out their duties and makes;

 

2.2Distributes mail and other correspondence to different locations of the city and also collects mail from the post office and other offices as instructed;

 

2.3       Cleans motor vehicles and maintains them to guarantee road worthy condition;

 

2.4       Ensures that motor vehicles are kept in a secure place when working away from the normal work station after working hours;

 

2.5       Carries out general inspections of vehicles once in a week to ascertain their road worthy condition and carries out minor repairs; and

 

2.6       Performs other duties that may be assigned by superior from time to time.

 

3.0      QUALIFICATIONS AND EXPERIENCE

(i)        Full Grade Twelve (12) School Certificate with five (5) credits or better;

(ii)       Craft Certificate in auto mechanics with a valid minimum Class B Driving License; and

(iii)      A least one (1) year post qualification experience in transport management.

 

4.0      SKILL AND OTHER REQUIREMENTS

  1. Good communication skills in writing and oral orientation;
  2. Good interpersonal and analytical skills;
  3. Competency in driving GRZ vehicles will be added advantage; and
  4. Must be a member of Zambia Chartered Institute of Logistics and Transport (ZCILT) with current practicing certificate.

 

5.0      TENURE

 

The position of Driver is on permanent and pensionable basis.
